PROTECTION OF CIVILIANS (POC) COURSE – 4
Gen. United Nations Protection of Civilian Course – 4 (UNPoCC – 4) was conducted at Centre for International Peace and Stability (CIPS), NUST Islamabad from 14 Jan 2019 to 25 an 2019 with a purpose to educate / sensitize the participants about functioning of UN and roles and responsibilities of the Peacekeepers and educating participants of working with peacekeeping operation to develop a conceptual framework for PoC
Participation. 34 students from army, police and civilian attended the course. 13 officers including 11 female officers from Pakistan Army, 3 officers from Pakistan Police, Eight officers from friendly countries and 12 civilians from different education institutions attended the UNPoCC-4. The foreign participants were from Egypt, Jordon, Libya and Sri Lanka.
Conduct Methodology. The course mainly focused on latest Specialized Training Material (STM) for Protection of Civilians. However, important and relevant lectures from Core Pre-deployment Training Module (CPTM 2107) were also included. Subject Matters Experts (SMEs) also delivered lectures. Reps of relevant UN Organizations like UNWOMEN, UNOCHA, UNHCR, UNAIDS also delivered lectures. The phases of conduct were, Phase 1: Core Pre Deployment Training Module (CPTM), Phase 2: Reinforced Training package(RTP), Operational Level, Conceptual and Legal Framework. The Course culminated in Scenario based Exercise
Classroom Learning Activity. Besides presentation/ discussions, interactive sessions were also held wherein students took part in various activities. Situations which the peacekeepers may confront during conflict were painted for generating response. Participants learnt were drawn.
CARANA Ex. CARANA Ex was conducted during the last phase of the course as per the UN ITS requirement. The entire course was distributed into three sub syndicates. It was aimed to practice function / response of UN peacekeepers as per changing situations and included major stages of mil planning and decision making process.
Extra-Curricular Activities. The foreign participants during their stay visited Army Museum, Pakistan monument, Lok Versa. Lunch was arranged at a hill resort at Monal and a farewell Dinner was hosted at Serena Hotel Islamabad. They were also taken to different markets around Islamabad for sightseeing / shopping as per the schedule/ students request.
Closing Ceremony
The closing ceremony of the course was held on 25 Jan 2019. After the welcome address by Principal NIPCOS, HoD PKT gave a comprehensive briefing which was followed by Certificate Award Ceremony. Ms Tehmina Janjua, Foreign Secretary, Ministry of Foreign Affairs, Pakistan was the Chief Guest. DA’s of Egypt, Jordan, Libya and First Secretary of Japan attended the ceremony. Ms Tehmina Janjua distributed certificates to the successful participants
Closing Remarks by Chief Guest. Ms Tehmina Janjua highly appreciated the contributions made by Pakistan Army in peacekeeping and commended CIPS on its achievement in a short span of time.
Presentation of Souvenirs. At the end of ceremony, Principal NIPCONS presented CIPS shields to the Chief Guest along with CIPS Journal.
