UN Military Observers Course (UNMOC) – 31

Gen.

UN Military Observers Course – 31 was conducted by the Department of Peacekeeping and Training (PKT) at the Centre for International Peace & Stability (CIPS). The course commenced on September 05th, 2022, and successfully concluded on September 16th, 2022.

Participants.

Seven officers of the Pakistan Army and six officers from friendly countries attended the course. The foreign participants were from Belarus, Egypt, Jordan, Nigeria, Saudi Arabia, and Tunisia.

Objectives.

The participants went through there tier of training which included; Core Pre-deployment Training Materials (CPTM), Specialized Training Material (STM) and in-mission training. Military Observers from important missions briefed participants on a mission environment, mandate, and specific role/assignment of military observers for a more contextualized understanding of their areas of deployment.

Extra-Curricular activities.  

The foreign participants visited the Pakistan monument, Lok Virsa, Pakistan Gallery – Army School of Logistic (ASL), and Chinar Golf Club Murree. A farewell dinner arranged at the Hill Resort on the outskirts of Islamabad. 

Closing Ceremony.

Ambassador of Jordan H.E. Ibrahim Almadani was the chief guest of the closing ceremony on September 16th, 2022. Defense Attachés’ of Azerbaijan, Jordan, and Kazakhstan also graced the occasion. In the closing remarks, H.E. Ibrahim Almadani appreciated the efforts of Pakistan and CIPS for global peace and stability. He also extended his best wishes to all the course participants for their assignments in different peacekeeping missions. He also suggested that Jordan and Pakistan’s Peacekeeping Training Department/Centre can sign an MoU for mutual cooperation in peacekeeping training. H.E. was then requested to distribute the certificates to the successful participants. At the end of the ceremony, Principal NIPCONS presented CIPS shields to all the dignitaries along with copies of CIPS Journal and Magazine.

UNITED NATIONS STAFF OFFICERS COURSE – 36

Gen.

United Nations Staff Officers Course- 36 (UNSOC-36) was conducted from 01st  to 12th  August 2022 with the purpose to educate/sensitizing the participants about UN  functioning, basic principles, guidelines and policies with the objective to guide participants so that they can carry out critical tasks to assist countries in the transition from conflict to peace as well as the duties/role they will perform as Staff Officers (SOs) in FHQ/ SHQ.

Participation.

29 x Officers participated in the course. Nineteen officers including one lady officer from Pakistan Armed Forces and ten officers (09 x male & 01 x female officerr) from friendly countries attended the course. The foreign participants were from Belarus, Egypt, Jordan, Kazakhstan, Nigeria, Saudi Arabia, Tunisia, and UAE.

Instructors.

Peacekeeping training faculty, Serving Officers from Pakistan Army and lady instructors (from UN and academia), and subject-matter experts (SMEs) imparted training to the participants.

Conduct Methodology.

The course was conducted as per Integrated Training Service (ITS) developed training materials. DPO/DOS guidance materials such as peacekeeping training policies, standard operating procedures and guidelines were also provided to the participants. Subject-matter experts (SMEs) in the field also delivered lectures. In mission training was also conducted through detailed mission specific online presentations by senior staff officers deployed in Mali (MINUSMA), DR Congo (MONUSCO) and Central African Republic (MINUSCA). The course finally ended in participants going through a scenario based exercise (CARANA).

Extra-Curricular Activities.

The foreign participants visited the Pakistan monument, Pakistan Gallery – Army School of Logistic (ASL), and Chinar Golf Club Murree. Farewell dinner was hosted at a Monal Hill resort at the outskirts of Islamabad.

Closing Ceremony

The closing ceremony of the course was held on 12th August 2022. His Excellency (HE), the Ambassadors of Egypt Mr. Tarek Mohamed Dahroug was Chief Guest. Saudia Arabia Military Attaché in Pakistan, Major General (Pilot)/Staff Awad Abdullah al Zahrani also graced the occasion with his precence.  Defense Attachés’ of Egypt, Jordan, Kazakhstan, and Nigeria were also present at the ceremony. Principal NIPCONS, Major General Muhammed Salim Raza HI (M), welcomed the Ambassador and all the dignitaries. Thereafter HoD PKT gave a comprehensive briefing on CIPS and Peacekeeping Training Department.

HE, Mr. Tarek Mohamed Dahroug was requested to distribute certificates to the successful participants. In his closing Remarks, HE congratulated all the successful participants of the course and paid tribute to peacekeepers that have lost their lives serving under United Nations flag. He also highlighted the prominent and noteworthy role of Pakistan for global peace. He appreciated CIPS contribution as the premier training Institute for UN Peacekeepers in Pakistan and its efforts for gender equality in UN Peacekeeping missions. He also desired to move forward by signing on MoU between Peacekeeping Training Departments of Egypt and Pakistan for enhancing cooperation in peacekeeping training.

Presentation of Souvenirs

At the end of the ceremony, Principal NIPCONS presented CIPS shields to all the dignitaries along with copies of CIPS Journal and Magazine.

UNITED NATIONS STAFF OFFICERS COURSE – 35

Gen.   United Nations Staff Officers Course- 35 (UNSOC-35) was conducted at the Centre for International Peace and Stability (CIPS), NUST Islamabad from 23 May to 03 June 2022 with the purpose to educate/sensitizing the participants about UN  functioning, basic principles, guidelines and policies with the objective to guide participants so that they can carry out critical tasks to assist countries in the transition from conflict to peace as well as the duties/role they will perform as Staff Officers (SOs) in FHQ/ SHQ.

Participation.  30 x Officers participated in the course. Seventeen officers from Pakistan Armed Forces (14 x male & 05 x female officers) and eleven officers from friendly countries attended the course. The foreign participants were from Bangladesh, Egypt, Jordan, Nigeria, Saudi Arabia, Sri Lanka, and Tunisia.

Instructors.  Peacekeeping training faculty, Serving Officers from Pakistan Army and lady instructors (from UN and academia), and subject-matter experts (SMEs) imparted training to the participants. In mission training about the current situation and challenges was also conducted by senior officers deployed in mission areas via video link.

Conduct Methodology. The course was conducted as per Integrated Training Service (ITS) developed training materials. DPO/DOS guidance materials such as peacekeeping training policies, standard operating procedures, guidelines, and cross-cutting peacekeeping training strategies were also referred to during the training. Subject-matter experts (SMEs) in the field also delivered lectures.

CARANA Ex.   CARANA Ex was conducted during the last phase of the course as per the UN ITS requirement. It was designed to test the ability of the staff officers in understanding the mission environment and the headquarters functioning of the Force and Sector Headquarters (FHQ and SHQ) in a multi-dimensional peacekeeping operation. The participating staff officers were exposed to different operational situations which required them to carry out an in-depth analysis of these situations. The officers were evenly distributed in FHQ and SHQ and were given appointments as per UN staff appointments.

Extra-Curricular Activities. The foreign participants visited the Army Museum, Pakistan monument, Pakistan Gallery – Army School of Logistic (ASL), and Chinar Golf Club Murree. Farewell Dinner was hosted at a Hill resort at Monal near Islamabad. They were also taken to different markets around Islamabad for sightseeing/shopping on different dates and as per the schedule/ request of students.

Closing Ceremony

The closing ceremony of the course was held on 3rd June 2022. His Excellency, the Ambassador of Nigeria Mr. Mohammed Bellow Abioye was invited as the Chief Guest. Defense Attaché of Egypt, Nigeria, and Saudi Arabia was also present at the ceremony. Principal NIPCONS, Major General Muhammad Salim Raza HI (M), (Retired) welcomed the Ambassador and spoke of Pakistan’s role in contributing to the peace and security of the world. Thereafter, HoD PKT gave a comprehensive briefing on CIPS and Peacekeeping Training Department.

The Ambassador of Nigeria was then requested to distribute certificates to the successful participants. In his closing Remarks, his Excellency spoke of the prominent and noteworthy role of Nigeria and Pakistan as TCC to the UN peacekeeping mission and the efforts by both countries for global peace. He also appreciated CIPS contribution as the premier training Institute for UN Peacekeepers in Pakistan and its academic achievements for International Peace and Stability.

UN PROTECTION OF CIVILIANS COURSE 2022 (UNPOCC-8)

The Department of Peacekeeping Operations (DPKO) and the Department of Field Support (DFS) have devoted significant attention to improving performance in this area by: Working with peacekeeping operations to develop a conceptual framework for POC; Supporting the peacekeeping operations to develop comprehensive POC strategies, which assist them in harnessing all available resources for the task; and Developing protection of civilians training courses targeted at personnel about to deploy, as well as those already working in peacekeeping operations. These courses are aimed at military, police and civilian personnel. Centre for International Peace & Stability (CIPS) is an internationally recognised and UN certified premier institution providing training courses on various aspects of peacekeeping, including POC. The POC course is based on the training modules developed by the DPKO Integrated Training Service (ITS). The POC training materials are intended to provide all peacekeeping personnel (military, police/civil armed forces and civilians) with a shared understanding of the basic principles, guidelines and policies of UN peacekeeping concerning protection of civilians to ensure that UN peacekeeping operations can tackle their protection functions effectively.
